The Elders Team at PCC

PCC Elders responsibilities are defined in detail in the Bylaws of PCC, Section 3. At the top of the list is to “Love the Lord Jesus, keeping guard over their own relationship with Him”. For this reason, the first portion of every regularly scheduled meeting is devoted to study and prayer. We pray about our own concerns as well as those of the church body known to us. We try, with the Holy Spirit’s help, to model Christ-like character in our dealings with the body. We are to be more concerned with nurturing the body than with the business and decision-making of the body. We do, however, often interact with the Deacons and the Trustees, in an advisory role. The Elder for Deacons serves as a liaison with the deacons, and the Lead Elder performs the same role as Chair of the Trustees Board.

The Lead Elder acts as the senior administrative officer of the church, ensuring that the Deacons Team, Elders Team and Trustees Board carry out the functions and duties assigned them by the membership, Constitution and By-laws. He/she is to ensure that the church family is informed of the actions and activities of all Teams of the church.

The Elder for Deacons chairs the Deacons Team, and supports and oversees the work of the deacons as they direct and coordinate all the ministry functions of the congregation. A very significant role is our care for the congregation. This will mean different things as various members of the fellowship have different needs, but we believe it means that we need to know the congregation well, be sensitive to how and where people are hurting, and be available readily to those seeking spiritual help and guidance. This also includes visiting and praying for the sick or injured.

Another concern for elders is spiritual guidance of the congregation, by teaching and equipping, counseling, correcting error when needed, and assuring that other leaders are spiritually qualified for their ministries. As we do this, we recognize our own weaknesses and failings, and try to approach others with a spirit of love and concern, avoiding harsh criticism and judgmental attitudes.

We are also charged with leading the Body, envisioning where the Spirit is leading us, and openly and honestly sharing that with the fellowship. Our pastors are full members of the Elders Team, providing guidance and oversight for the lay members of the Team. By virtue of their calling to full time ministry, and their education and experience, they play a major role in teaching and equipping as well as in other functions of the Team. They also keep the elders informed of matters related to the paid staff.

Finally, we believe that once an elder, always an elder. Our Bylaws define serving and leading elders. Others who have been serving elders in the past, but are not currently, are invited to continue to meet and function with us as elders. If they do so, we consider them active elders.

In summary, the Elders team exists to serve the Body and its members, and to provide spiritual leadership for the fellowship corporately, and where needed, individually. We deeply need and desire your prayers for us as we seek to serve the Lord and His people at PCC.

The Trustees Board at PCC

The Trustees Board serves the congregation in the management and oversight of the facilities and finances of the church. Many of its’ responsibilities are defined by the N.Y S. Religious Corporations Law. The board consists of six trustee members, with three year staggered terms, and the Clerk of the Corporation and the Senior Pastor. The latter two are full members of the Board, but do not vote on financial matters.

The Senior Pastor is a permanent member of the Board, participating and advising in all matters that come before the Board, but without a vote on financial decisions. He serves as a very important liaison with the paid staff, which he supervises.

The Lead Elder and the Elder for Deacons are two of the trustees. The others are Treasurer, Trustee for Finance and Insurance, Trustee for Buildings and Grounds, and Trustee for Operations. As outlined in the Elders Team description, the Lead Elder serves as the senior administrative officer of the church, and is a liaison between Elders Team and Trustees Board. He/she chairs the Trustees Board, and is to ensure that the church family is informed of the actions and activities of all Teams of the church. The Elder for Deacons serves as a liaison with the Deacons, bringing the financial aspects of ministry to the trustees.

The Treasurer administers the accounting policies and oversees the treasury functions of the church. He/she keeps appropriate records of receipts and disbursements, performs or supervises banking functions, and ensures that debts and financial obligations are paid on time. (S)he directs the budget process, provides income projections as required by the Trustees Board, and presents the annual budget recommendation to the membership. Preparation of monthly reports of income, expenditures, fund balances and liabilities for all church officers are also a treasurer function.

The Trustee for Buildings and Grounds supervises the material care of the physical structure and systems such as heating, air conditioning, including maintenance and repair. He/she also supervises maintenance of shrubs, trees, lawn, parking lot, and services such as mowing, snow plowing, and gardening.

The Trustee for Finance and Insurance supervises purchasing practices and insurance needs, and acts as the memorials custodian. He/she also serves as auditor, reporting annually to the membership on financial records.

The Trustee for Operations supervises activities needed to ensure the ongoing operations of the facilities, including custodial staffing, building utilization, and kitchen operations.

The Clerk of the Corporation is elected annually and serves as the secretary of the Trustees Board and the corporate meetings of the Church. He/she is responsible for the membership roll, minutes of the Trustees Board and Corporate Meetings, and correspondence of the Trustees Board. He/she convenes corporate meetings. (S)he is the custodian of all official papers and the Church seal.

The Trustees Board is responsible for hiring and/or dismissing paid staff as directed by the membership. They are responsible for personnel policies and arrangements. They also enter into authorized contractual agreements as authorized in the annual budget, consulting with other teams as appropriate. As a team, they supervise all the activities outlined above for the individual trustees, and are responsible for the stewardship of the church. They are the only officers who may, as a team, expend funds without specific authorization in the budget or by action of the membership. Such expenditures are limited to 1% of the annual budget for any single item, and a total of 5% for the entire year.

It has been the practice of the Board to start all meetings with a brief spiritual reflection, usually led by the Senior Pastor or one of the elders on the Board, followed by a time of personal sharing and prayer together. This helps us to remember that we ultimately serve the Lord of the Church, and focuses us on the importance of not just the service, but also the spirit in which we provide it.
